About IMPULSE

IMPULSE – House for Intellectual Innovation and Creativity - welcomes teachers and researchers at Bonn University: Professors, post-docs, doctoral candidates and students. The house at Adenauerallee 131 offers space for special concerns and special formats of scientific exchange between members of Bonn university and their collaboration partners. 

IMPULSE is built on the belief that receiving and passing on impulses lies at the heart of scientific research. Built in 1901, the house offers four floors and a great variety of rooms with regard to their design and use. Among those, you will find rooms for events and group work alongside creative spaces and several individual offices. The work and event settings offered in these rooms evolve around an innovative, creative and experimental use of time and space. They facilitate working on current challenges in the fields of study of Bonn’s scientists in a focused manner. IMPULSE as a specific space thus expands the possibilities for inter- and transdisciplinary research at Bonn University.

As a special thinking space and meeting place, IMPULSE is aimed at the university as a whole. Starting in 2024, a transdisciplinary management team representing all seven faculties coordinates formats, events and funding programmes. All members of Bonn University are invited to propose ideas for innovative events and formats to IMPULSE.

The regulation of global data flows has emerged as a critical issue at the intersection of international trade, security policy, and technological innovation. Data constitutes not only a vital economic resource but also a key strategic asset – increasingly viewed through the lenses of systemic rivalry, national security, and digital sovereignty. In this context, the traditional paradigm of the free flow of data is being reconsidered worldwide. Democratic societies must strike a careful balance: safeguarding open digital markets while ensuring the protection of sensitive information and maintaining strategic autonomy. Against this backdrop, we are pleased to invite you to the hybrid conference "Data Import and Export Control: The (Future) Regulation of Global Data Flows", convening leading experts from government, industry, and academia to address: Recent developments in international and national data transfer regulations;Economic, legal, and security-related risks associated with outbound data flows;Potential frameworks for a future European external data trade regime;Comparative perspectives from the United States, Asia, and other key jurisdictions;The broader geopolitical implications of data governance strategies.  The conference will provide a platform for in-depth analysis and interdisciplinary dialogue on how to design robust, future-oriented policies that preserve competitiveness and security without unduly restricting digital trade.
