Digital technologies increasingly define the autonomy of states, institutions, and citizens. This international workshop brings together scholars and practitioners to examine digital dependencies across world regions and to ask what genuine digital sovereignty could mean in a interconnected world.

Over two days in Bonn, participants from Europe, Africa, Asia, and beyond will explore how digital dependence can be measured, how it shapes economic and political inequalities, and which strategies for technological autonomy are emerging in different national and regional contexts. The programme combines keynote lectures, thematic panels, and a public evening discussion on balancing societal, technological, economic, and political factors.
